Recommendations 1 and 2 are what we have continually said was the case.
Recommendations 3 and 7 and closely linked and are exactly what we have said all along.
The reality is that ONLY the RCTU has the STRATEGIC and TACTICAL experience and knowledge to ameliorate BoF.
ONLY we have plans as to how HMRC needs to be structured.
We know that re-organisations in Compliance over the last few years are primarily based on a vision we set out in 2014. Albeit it would have been different when overlaid with our estates strategy and with far far fewer silos which are inimical with real efficiency.
While we raise the issue of efficiency â€“ we should mention productivity. We will be coming back to this subject in the next week or so as it is obvious that the current systems that staff in many areas are burdened with are in fact useless bureaucratic monsters of inefficiency used for no real MIS purpose but add greatly to the burden of staff. In fact, their most visible use is in Performance Management and not in a way that any employee of worth finds correct.
